UAP National Board adopts resolution expressing condolences on death of Architect Hisancha

The UAP National Board of Directors adopted on Tuesday, through email communication, a resolution expressing its sympathy and sincere condolences on the passing of past national president, Architect Guillermo H. Hisancha, FUAP.

The said resolution would be presented to Architect Hisancha’s family during the necrological services of the UAP College of Fellows for the late past national president scheduled at 7:00 p.m. on October 28, 2020.

TO THE BEREAVED FAMILY OF THE LATE ARCHITECT

WHEREAS, it is with great sadness but a tremendous sense of gratitude that United Architects of the Philippines acknowledges the passing of its Past National President, Arch. Guillermo H. Hisancha.

WHEREAS, Arch. Guillermo H. Hisancha served as the 25th UAP National President of the United Architects of the Philippines for Fiscal Years 2016-2017 and 2017-2018. Prior to the presidency, he also served the UAP in various positions, both at the national and local levels, as  UAP Vice President for Area C covering the Visayas, Executive Director of the UAP Commission on Governmental and External Affairs, among others. He also served as Head of the UIA Region IV Public Health Work Programme for the year 2014-2017 covering Asia and Australia.

WHEREAS, Arch. Guillermo H. Hisancha was elevated to the UAP College of Fellows in the Year 2005. He has conferred the title “Doctor Fellow Royal Institute of Architects Singapore” in 2017,  “ASEAN ARCHITECT” in 2014, and “APEC ARCHITECT” in the year 2010, “One of the Outstanding Men of Iloilo”, in 2011, University of San Agustin Alumni Achievement Award” in Architecture and many others.

WHEREAS, during the two fiscal years saw the strength, viability, and continued development and growth of the architecture profession and the UAP in general and the Filipino architects in particular.

WHEREAS, these accomplishments during the last two (2) fiscal years have been achieved through exemplary determination, zeal, and focus on all programs, plans, and activities laid down for professional development for global competitiveness, professionalizing of assistance to the general membership, and promotion of common projects for national building under the corporate thrust: Unity, Ability.

WHEREAS, among the many accomplishments and achievements of the Fiscal Years 2016-2017 and 2017-2018 were: the record-breaking chartering of 14 Chapters; the highest cash balances ever turned-over to the incoming administration; holding of more than 700 CPD programs/seminars nationwide; active participation in the international events such as UIA, ARCASIA, APEC Architect Central Monitoring Committee, ASEAN Architect Council Meeting, Philippine Trade and Investment Mission in the Cities of Ankara and Istanbul, Turkey, EAROPH, ; signing of Memorandum of Agreement with various institutions such as the Philippine Councilors League, Supreme Court of the Philippines, Department of Environment and Natural Resources, ABS-CBN Lingkod Kapamilya, GMA Kapuso Foundation; healthy relationship with various government agencies and professional organizations such as the Professional Regulation Commission (PRC), the Professional Regulatory Board of Architects (PRBOA), Philippine Institute of Architects (PIA), Architecture Advocacy International Foundation (AAIF); the many Corporate Social Responsibility Projects and Initiatives such as the Alternative Temporary Shelter Project, Turnover of San Fernando Central Elementary School in Tacloban, BUKLOD’s BOOK LOAD Project of JAA 2017 and CSR Projects during JAA 2016, Renovation Project of the female ward for the elderly in the Golden Reception and Action Center for the Elderly and other Special Cases; and the implementation of an effective and efficient service and communication to the general membership through various projects such as the RFID system, UAP Website, Keeping You Posted.

WHEREAS, during these two fiscal years, UAP has received three prestigious awards from the national government: first-ever Outstanding Accredited Professional Organization by the Department of Trade and Industry  and Construction Industry Authority of the Philippines, the first and only organization to receive such distinction; and back to back Most Outstanding Accredited Professional Organization of the Year by the Professional Regulation Commission

WHEREAS, it can be humbly stated that the last two (2) fiscal years have made the UAP and its members more high-profile than it used to be.

WHEREAS, the desire to help is second nature to Arch. Guillermo H. Hisancha. Having an advocacy and passion in life helping others, this became an avenue for him to join politics in the Municipality of Pavia, Iloilo, and known for his integrity and credibility, he was easily elected Municipal Councilor in 1998, again re-elected and topped the councilor’s race in 2001. The call to serve his town mates proved too strong to resist to this gentleman. In the year 2004, he ran and won as Vice Mayor. In 2007, he ran unopposed in his re-election, and again in 2010, he ran for his third and last term as vice mayor and won by a record-breaking margin.

WHEREAS, for more than 30 years of professional practice, his architectural firm was able to successfully accomplish beautiful projects and landmarks ranging from government and institutional buildings, hotels, museum, restoration of Iloilo significant buildings (Old Iloilo Provincial Capitol, Old Iloilo Provincial Jail - National Museum, Pavia Church), hospitals, commercial buildings, school buildings, apartment buildings, chapels, religious and retreat houses, gymnasiums, warehouses, boutiques, restaurants, small, medium and large scale residential projects etc. in various parts of the Province and City of Iloilo, and in some other parts of the country.

WHEREAS, WITH ALL THOSE POSITIONS AND ACCOMPLISHMENTS, GIVING HONOR AND PRESTIGE TO THE ORGANIZATION AND THE ARCHITECTURE PROFESSION, THIS NATIONAL BOARD OF DIRECTORS RESOLVES AS IT IS HEREBY RESOLVED TO EXPRESS THE PROFOUND SYMPATHY AND SINCERE CONDOLENCES TO THE BEREAVED FAMILY OF THE LATE ARCH. GUILLERMO H. HISANCHA, FUAP

RESOLVED FURTHER, to furnish a copy of this resolution to the family of Arch. Guillermo H. Hisancha, FUAP, College of Fellows, and Council of Elders.

Passed this 27th day of October 2020 at the UAP National Headquarters, Barangay Laging Handa, Quezon City as concurred thru email communication.
